A government is required to discharge its accountability for proper terror risk management of critical infrastructures through public disclosure. To fulfill such citizen's demand, this research analyzed protection and disclosure strategies against terror risk with using "subjective game theory."Consequently, I proposed the framework that evaluates socially desirable policies no matter what degree of objective terror risk. In addition, as for disclosure strategies to reduce terror risk, it was shown that the disclosure about implementation of countermeasures is more effective than the one about subjective risk assessment.
