Suppose that there are public and private firms producing the homogenous products with emitting pollution in upstream country. We theoretically analyze the influence of optimal privatization in upstream country on social welfare in downstream country throughout unidirectional transboundary pollution. We show that in many situations, optimal privatization in upstream country decreases social welfare in downstream country when the degree of the environmental damage is high (low) and the fraction of the transboundary pollution transmitted from upstream country to downstream one is low (high).
