Research on school autonomy to secure primary language education for language minorities

本研究的目的是澄清学校自治与行为者(家长、学区、专业组织等)之间的关系。研究发现：(1)在加州聘请好的双语教师并不难，因为许多好的双语教师都想在少数几所双语学校工作，而且有专业的教师培训机构。(2)校长的专业领导让家长相信双向浸入式教育对少数语言群体的意义和有效性是非常重要的，因为公立学校是由学区管理的，其自治性低于特许学校和替代学校。

The purpose of this research is to clarify the relation between school autonomy and actors (parents, school district, professional organizations, etc.) to implement Two-way immersion(TWI) programs effectively.The findings are follows: (1) it is not difficult to hire good bilingual teachers in California because many good bilingual teachers want to work at a few TWI schools and there is professional organization for teacher training.(2) Professional leadership of principal to convince parents of the meaning and effectiveness of TWI for language minorities is very important to implement it at public schools which are managed by school districts and are less autonomy than charter schools and alternative schools.
