研究最終年度は、ペルーを中心にラテンアメリカの民衆教育の変容と学校教育での受容について、教育政策や学校教育を取り巻く状況の変化と関連付けて全体的な考察を行い、博士論文を提出した。その中で、個々の学校内では、民衆教育が批判した権威主義の排除、より民主主義的な学校文化の構築が、カリキュラムなどを通して目指されていることを指摘した。一方、かつて民衆教育の活動が行われたペルーの都市周辺部の大衆居住区では、近年、住民の所得水準の向上や公立学校不信、子どもの教育の重要性への認識の高まり、1990年代の私立学校設立規制緩和から、私立学校選択傾向が高まっており、学校間での教育の質の差の拡大や、それによる社会的不平等の再生産が危惧されていることも指摘した。なお、教育の市場化・民営化に関する顕著な事例であるペルーの隣国チリでは、近年教育に対する国家の関与の拡大を求める政策の修正が行われている。こうした修正やそれを求める市民社会の動きはペルーにも影響を与えるものと考えられ、これに関して日本比較教育学会大会で研究発表を行った。博士論文提出後の追跡調査では、民衆教育の影響を受けた共同体教育政策が、2015年に一度停滞したのち、2016年7月末のペルーでの政権交代後に再活発化し、先住民を対象とした異文化間二言語教育との連携が強化されていること、先住民自身の政策形成過程への参加が重視されていることを確認した。本研究では民衆教育の学校での受容に焦点を当てたが、研究対象の一つである働く子どもの運動マントックの場合、学校以外の地域での活動では、子どもの代表が地域の住民組織の一員として活動していた。このように従来は社会・政治的に弱い立場にあった人々による、様々なレベルでの参加（特に政治参加）と教育との関連に関して、本研究課題の内容をさらに発展させるための示唆を得ることができた。
