项目摘要

本年度の前半は前年度に引き続き、1936年に制度化された日本における初めての一般補助金とされる臨時町村財政補給金について、当初2000万から始まったものの、1937年には1億円に増額されたが、この増額に関してはこれまで先行研究では、馬場税制改革の未実現に対する応急措置であったと指摘するのみであるので、そもそもこのような大きな増額が可能であった背景はなんであるかを明らかにするための研究をしてきた。しかし、1930年代においてもなお、農村部の最大の財政負担は依然、小学校教育費であった。つまり、これまでの先行研究では地方の教育費の負担が常に重かったとされてきたが、実態としてどのようにその教育費負担に対応してきたのかを検討する必要があった。そのために本年度の後半は研究対象を広げ、義務教育費の国庫負担要求のきっかけとなった、1908年からはじまった義務教育年限の延長の地方財政に与えた影響の再評価と、さらに同時期にそれまで各小学校区ごとに教育費を負担していた横浜市が、学区を廃止したことの歴史的意義の検討を進めた。以上のように、これまでより研究対象を広げたため、研究そのものは進んでいるものの、学会報告・論文投稿などの研究成果についてはその進捗が予定より遅れた。さらに資料収集については、本年度は国立国会図書館のみならず、より農村部に実態把握のために農政関係の資料が豊富な農文協図書館にも資料収集にいった。さらに横浜貿易新報など横浜関係の資料の収集のために、横浜開港資料館にも資料収集にいった。
