本研究は、構造推定アプローチにより、年金制度改革が人々の貯蓄行動・労働供給を変化させるメカニズムをモデル化・推定することで、新たな政策に対する定量的な知見を得ることを目的としている。当該年度は、（１）年金制度改革に関する綿密な調査、（２）推定手法の理解及び計算方法の習得、（３）モデルの検討の3つに取り組んだ。（１）年金制度改革に関する調査：本研究では、1994年の厚生年金法改正と2004年の高年齢者雇用安定法改正の二つの制度変更で生じたコホート間の年金支給開始年齢や定年の違いをもとに、モデルの推定を行う。モデルにおいて、各コホートの労働供給・貯蓄決定問題をできる限り正確に描写するために、制度変更に関する情報収集を行った。これには、インターネットや既存研究を用いたほか、日本経済学会春季大会にて2004年の高年齢者雇用安定法改正を用いた分析の報告を聞いた。（２）推定手法の理解及び計算方法の習得：本研究では、モデルの推定をMSM(Method of Simulated Moments)により行う。計量経済学の文献や、MSMを用いて本研究と近いモデルを推定した先行研究をもとに、この手法の理解を行った。また、Fortranによる動学モデルの解法とMSMの計算方法の習得に取り組んだ。（３）モデルの検討：本研究では、コホート間の直面する制度の違いを明示的にモデルに取り入れる。また、定年退職後に新たな職を探す場合にかかるサーチ・コストを推定することを副次的な目標としており、サーチ・コストのモデル化が必要である。モデルの定式化をどのようにすればよいかを、French(2005)等の先行研究を参考に検討した。

This study aims to construct a quantitative knowledge base for pension system reform, human resource management, and pension system reform. In this year, the following three groups were selected: (1) intensive investigation related to pension system reform,(2) understanding of presumptive methods and acquisition of calculation methods, and (3) investigation of pension system reform. (1) Investigation on the reform of the annuity system: This study examines the two changes in the system: the 1994 revision of the Welfare Pension Law and the 2004 revision of the Employment Stability Law for Senior Citizens. For example, if you want to make a decision about the supply and storage of each product, you can make a correct description of the product. The report on the application of the employment stabilization method for senior citizens in 2004 was published. (2) Understanding and acquisition of method of simulated moments: This study is devoted to MSM(Method of Simulated Moments). The literature of metrology, MSM, and the methods used in this study are discussed in detail. The solution of the dynamics of Fortran and the acquisition of the computational methods of MSM are grouped together. (3) Research on the relationship: This study is aimed at exploring the relationship between the two systems and the relationship between them. After retirement, it is necessary to explore the new situation and estimate the secondary purpose. A review of previous studies by French(2005), etc.
