项目摘要

本研究の主眼は、共和政ローマの立法過程を個別事例の分析とその蓄積に基づき詳細に検討することで、この国家における政治的意思決定の特質の一端を明らかにすることにある。そこで、前年度（平成28年度）は、残存する史料から立法過程の全体像を比較的詳細に追跡可能な個別事例を考察の対象として、元老院の意向が法案の帰趨を左右する重要な要因であったという知見を得た。これに対し、平成29年度の研究では、同じ知見が共和政期に確認される他の立法の諸事例にも同様に当てはまることを論証した。この研究成果は、近年の研究では関心の埒外に置かれる傾向にあった元老院という集団が、共和政ローマの意思決定のあり方を理解するうえで、重要な分析視座であることを示すのみならず、ローマが元老院に対する国民の迎合に依拠して運営される国家であった可能性を提起する。この点において、本年度は、共和政ローマの統治構造の考察に至るまで研究を進めることができたといえる。また、以上のような個別事例研究の分析結果を統合する作業と並行して、前年度の研究成果の一部を学会にて報告した。報告では、前59年に成立したカエサルの農地法案という事例を手がかりに、立法過程において元老院が果たした役割を考察した。報告後の質疑応答では、共和政期ローマの政治に関する専門的な助言に加え、他分野の研究者と議論を深めることができた。加えて、2018年3月初めには、前年度に引き続き、英国のInstitute of Classical Studies付属図書館にて研究調査を行った。この在外研究に際し、日本国内では入手不可能な文献や資史料を多数利用するとともに、本研究分野における指導的な研究者であるKing’s College LondonのHenrik Mouritsen教授と意見を交換する機会を得られたこともまた、本年度の研究成果に大きく資するものである。

The main purpose of this study is to analyze the legislative process of Republican politics and to discuss the characteristics of rational political decision-making in detail. In the previous year (Heisei 28), the historical data remained, and the overall image of the legislative process was compared. Detailed tracing may be possible, and individual cases may be examined. The intention of the Senate may be important. The study conducted in 2009 confirmed the existence of other legislative cases. The results of this research include the tendency of the Senate to focus on the rational decision-making of the Republic, and the possibility of analyzing the views of the Senate to cater to the needs of the people. This year, the government structure of the Republic of China has been investigated and studied. The analysis results of the above individual case studies are integrated into the work and part of the research results of the previous year is reported to the Society. In addition, in early March 2018, the research survey was conducted by the Institute of Classical Studies in the United Kingdom. This research was conducted by Professor Henrik Mouritsen of King's College London, and the results of this year's research were greatly appreciated.
