本研究は、住宅・土地政策の観点から、都市部空き地・空き家の発生要因を分析することで、その対策を明らかにするとともに、地域の将来像を描く上での知見を得ることを目的とする。本年度は、まず、賃貸住宅市場における地域分類に関連し、建物の経年減価に応じて建物の経年減価に応じて家賃を改訂し賃借人を引き留める行動が、当該地域における潜在的な需要の多寡と関連しているため、家賃改訂に関する実証分析を進めた。空き家を賃貸活用する場合には、現時点での家賃水準だけでなく、経営上の観点から長期にわたる家賃収入の予測を立てる必要があり、所有者が売却処分・賃貸活用等の空き家の利活用、放置・更地化等を選択する際の重要な決定要素となる。賃借人が居住している間は、継続家賃の割引は少ないものの、空室リスクが高いほど継続家賃を割り引く傾向にあること、空室時にその空室期間の長さに応じて大きく下落している実態が明らかとなった。主に賃借人の入れ替わりのタイミングを通して、家賃には下落リスクがあることから、空き家所有者が賃貸活用に係る将来リスクを的確に把握できるよう情報提供の必要性が明らかとなった。また、全体としての家賃の粘着性の強さは、賃借人を獲得するのに十分な調整が市場では行われないことを示しており、空き家に対する政策的対応が求められるといえる。次に、本年度が最終年度であることから、これまでに実施した、空き家、賃貸住宅市場・中古住宅市場両面からの分析結果をふまえ、とりまとめを行った。「縮小する住宅市場から淘汰された結果として長期放置空き家が発生する枠組み」を提示することで、個別の分析結果の間に、横断的なつながりを見出すことができた。これにより、住宅・土地政策の役割・影響を明らかにし、地域区分のパターン、居住建物以外の土地利用が実現しうる地区の特徴について示唆を得ることができた。
