项目摘要

本研究の目的は，現代の「協調的な環境運動」がどのようなメカニズムで発生して展開するのかを，環境運動の空間性と政治性に注目することを通して，環境運動という文脈で，自然と人間・社会の空間的かつ政治的な関係を検討することである。当該年度は，「環境保全の制度化における政治的・空間的なプロセス」をテーマに，海岸林を擁する地域でのフィールドワークおよび研究資料の分析を実施した。フィールドワークは，佐賀県唐津市を中心に実施した。具体的には，保全活動に取り組む住民や環境専門家，政治家等に対して，活動の経緯や他団体との関係について聴き取りを行ったほか，保全活動の参与観察も実施した。さらに，地方自治体の議会の議事録や地元紙の記事の収集・分析を実施した。また，地理学や社会学，公共政策などに関する文献を収集し，環境運動の位置づけについて検討した。その結果，住民による自主的で自然発生的な海岸林保全活動が，一時は国から規制をされたものの，地方議会での議論を経て，一転して国・県・市や市民社会組織が協働して行う大規模な保全活動へ制度化された過程と，実現の原動力となった価値観を明らかにした。本研究は，行政や開発企業への対抗的な性質が弱くなり，住民や行政などの様々な主体が協調するなど，多様化・穏健化した現代の環境運動に関する理解を深めるものである。なお，当該年度には，研究成果を国際学会および国内学会で発表した。ただし，一部の研究成果については，現在成果発表の準備が継続中である。

The purpose of this study is to explore the development of modern coordinated environmental movement, the spatial and political attention of environmental movement, the context of environmental movement, and the relationship between nature and human society. This year, we conducted an analysis of research data on "Institutionalization of Environmental Protection and Spatial Policy" and "Coastal Forest Policy". Geography, sociology, public policy, literature collection, environmental movement and location research As a result, the coastal forest preservation activities that arise naturally from the autonomy of the residents have been discussed by local councils, and the cooperation of national, municipal and civil society organizations in the institutionalization of large-scale preservation activities has been carried out. This study aims to deepen the understanding of the nature of administrative development, coordination between residents and administrative entities, diversification, health and modern environmental movement. During the year, the research results were presented by both international and domestic societies. Tada Shi, a piece of research results has been completed, and now preparations for the results 'presentation are underway.
