本研究の目的は、日本およびギリシャを事例として、先進国における小規模漁業管理のあり方をコモンズの多層性という観点から実証的に解明することである。国内では、鳥取県湯梨浜町の東郷湖におけるシジミ漁を対象に、計2週間程度の現地調査をおこなった。調査では、現地におけるシジミ漁の沿革や漁場管理手法、漁協の役割と漁業者の独立性、水質汚染への対応における行政との協働などについて情報を収集した。ギリシャには計３ヶ月程度滞在し、レスヴォス、メソロンギ、アテネの3ヶ所で現地調査をおこなった。レスヴォスでは島内の１７漁村をめぐり、各地に組織されていた漁業組合の沿革と役割、および組合が広域合併された後の状況や近年のギリシャ行政改革の影響などについて調査した．メソロンギでは、広大なラグーンが行政によって分割され、漁業者組合が利用権を借り受けて漁業を営んでいる。このことを踏まえ、漁場利用の実態と管理制度の構造、および主体間の関係について、9漁業者組合中の8組合、個人の漁業者、市役所職員、遊漁業組合などに聞取り調査を実施した。アテネでは、各地で生産された水産物がどのように流通・消費されているかを解明することを目的に、アテネ中央市場および市内鮮魚店・スーパーマーケットで販売されている水産物の種類・価格・産地を記録した。以上の研究成果により、これまで見過ごされてきたギリシャの小規模漁業の実態に光を当てるとともに、その管理を考えるうえでの諸問題を現場において検証した。また、小規模漁業管理の成功例とされてきた日本において、実際には漁業管理のあり方が多様かつ変貌しつつあることを実証した。今後はこれらの成果を分析し論文としてまとめつつ、既存の研究成果と統合させて、日本とギリシャにおける漁業管理構造のコモンズ的性格とその多層性を比較検討する。
