项目摘要

中国企業が投資するバナナ栽培事業による土地利用と移民労働について、2019年4月に、ラオス国立大学林学部の協力を得て、ラオス北部ウドムサイ県においてフィールドワークを行った。農村でのフィールドワークを通じて、農業投資事業に参加する地域住民の動機や生活への影響を明らかにしたうえで、行政機関へのインタビュー調査を通じ、ラオスにおける農業投資事業の政策的課題を明らかにすることができた。そうした研究成果をまとめ、2019年6月にアメリカ合衆国のコーネル大学で開催されたThe 6th International Conference on Lao Studiesにおいて、"Land-based investments and changes in smallholders’ livelihood: The Case of Chinese Banana Plantations in Oudomxay Province, Northern Laos"と題する研究発表を行った。ミネルヴァ書房から出版される書籍『地域研究へのアプローチ：グローバル・サウスから読み解く世界情勢（仮）』（2020年10月出版予定）に、「貧困削減の機会か？土地収奪か？～ラオス北部の中国企業のバナナ栽培が小規模農民の暮らしに与える影響～」として、ラオスにおける海外農業投資による土地利用の変化についての論文を執筆した。同論文では、外国企業の投資によって急速に拡大したラオスのバナナ栽培事業に関わる様々なアクターの意図や行動を分析することによって、バナナ栽培事業拡大の要因を明らかにするとともに、この分析を通じて地域研究を行う意義を提示した。
