项目摘要

本研究は下記の点を明らかにすることを目的としている。①伝統的町並みや文化的景観の保全活用における住民の役割と行政の関係、②行政の役割としての制度・支援事業、③持続可能なまちづくり的展開へのマネジメントの体制またはその課題。そのために全国の自治体への配票調査と具体的な事例でのアクションリサーチを進めた。伝統的町並みの保全活動は、全国町並み保存連盟のように、４０数年にわたる蓄積がある。一方、重要伝統的建造物群保存地区ほどの町並みを成さず、歴史的建物が点在するような地域では、年々、古い建物が消え、町並み自体が変貌する危機にある。静岡市蒲原地区もその典型的な地区である。当地区の登録有形文化財も住民の保全運動から合併前の旧町の時代に残されたものである。調査の結果以下の点が明らかとなった。①住民発意、住民主導による保全活用があってから行政の支援が展開されることが好ましいが、行政発意でもその過程を経るような丁寧なコミュニケーション過程、そして地域のアイデンティティの明確な意識化過程が求められる。②文化財行政は主に保護、保全を目的としているが、住民は活用に関心がある。文化財保護とまちづくりの行政内での連携も弱い中で、住民主導で計画づくりをした上で、制度・事業を運用しての支援体制が求められる。③町並みや文化的景観も関心は一部の住民に限定される場合が多く、いかに関心を広げるかは、町並みや文化的景観が地域の生活の向上にどう位置づけられるかにかかる。多くは観光による活性化に組み込まれているが、持続可能性の観点からは少子化対策も兼ねた地域の子育て、子どもの成長、学習過程を組み込むことも有効な策となる。アクション・リサーチ的に実施した蒲原の古民家活用の外国人誘致と子ども案内人の取り組みは、地域アイデンティティへの愛着を育み、国際化対応の人材育成と次世代後継者育成の観点からも持続可能性を示している。
