欧米先進諸国の多くは60～70年代に人種差別を禁止する法制度を整備してきたが日本にはこれらに匹敵する差別禁止法制が存在しない。2016年に本邦外出身者に対する不当な差別的言動の解消に向けた取組の推進に関する法律成立後も、街頭やインターネットなどで頻発するヘイトスピーチ抑制に成功していないのは、基本的差別禁止法の欠如にあるとの批判がある。なぜ欧米で差別禁止法制整備が進んだ60～70年代に日本ではそうでなかったのか、また今日のヘイトスピーチと過去の戦後日本のレイシズム暴力を比較し共通点と差異点を分析することが急務であろう。これらの問いを解明する基礎として、本研究は60～70年代に頻発した朝高生襲撃事件はじめレイシズム暴力事件に関して当時生み出された諸言説を系譜学的に研究する。【2019年度研究実施状況】前年度に引き続き在日朝鮮人や右翼知識人に関連する資料調査を行い研究をまとめるのに必要な調査を終えた。特に『朝鮮時報』を66年から79年まで調査しレイシズム暴力に関する関連資料を200点以上収集するなど、従来研究では知られていなかった新しい朝鮮学校襲撃事件を複数発掘することに成功した。分析において比較する他のレイシズム関連言説を調査するため名古屋と沖縄で資料調査を行った。引き続き分析方法を練り上げるためフーコー『領土・安全・人口』、『生政治の誕生』等を精読し、国家レイシズムに関する議論を生政治の「一般的枠組み」としての自由主義から捉え返すという視座を明確にした。また批判的人種理論の古典"Words That Wound"を精読し、本研究で収集した過去のレイシズム言説を今日のヘイトスピーチとの関連を分析する際の、参照軸を得た。上記研究をまとめ学会で報告を行い、コロナウイルス流行により刊行が遅れているが論文を一本投稿したほか、研究成果をまとめた論文と著作刊行にむけて準備している。
