本研究は、地球システムと人類社会システムが一体化する人新世の下での法学研究の先駆として、国際法制度のレジリエンスのあり方を、法学的知見と地球科学を中心とした自然科学的知見を連携させた社会自然科学的手法を駆使して分析し、新たな国際法学術体系を開拓する。そのモデルケースとして、人新世的痕跡が著しい南極地域を管理する南極条約体制(ATS)を題材として、地球科学からの知見を踏まえて100年先の南極の姿を構想しながら、ATSがそのレジリエンスを発揮し強化しうる国際法学的知見を提示する。本年度の研究は、地球科学の知見を踏まえた南極条約体制のレジリエンス研究を推進するという上記目的を達成するために、① 世界最大の南極研究学術大会である南極研究科学委員会主催のオープン・サイエンス会議(オンライン)「学際セッション」に、「新人世下の南極条約体制の強靭性」及び「南極環境保護のための科学と法政策の協働」と題する2つのパネルを設置し、本件代表者と分担者全員が、海外からの自然科学者・法学者と共に研究報告を行い、その内容をYouTube動画で公開した。② 南極法研究者が一堂に会する極域法国際シンポジウム（アイスランド・レイキャビク、対面）において、「ウクライナ侵攻と南極条約体制のレジリエンスに対する法的挑戦」と題する共同研究報告を行った。③ 12月2日神戸大学にて国際シンポジウム「変化する国際情勢と南極協力のゆくえ」をハイブリッドで開催し、海外からの国際法専門家を招へいしつつ国内の南極政策関係者及び南極観測実施主体関係者と共に議論を行い、その内容をYouTube動画にて公開した。④ 引き続き、国内の南極研究者、政策関係者を集めた「南極国際動向研究会」をして意見交換を深め、海外からのゲストスピーカーも交えた研究会も行った。（期間前半にバイアウト制度を活用し、研究代表者の研究時間を確保した）

In this study, the Earth Society is involved in the integration of human social science and human society. In the Pliocene era, there is an advance in the study of law, the methodology of the national legal system, and the knowledge of the Earth Science Center. The knowledge of natural science is linked to the practice of social natural science, which has led to the development of analytical and international legal systems. Since the beginning of the Pliocene, the Pleistocene has focused on the management of the Southern Polar region (ATS), the Geoscience Treaty system (ATS), and the Earth Science Institute. For the first time in the past 100 years, the South Pole Treaty has been studied in the past 100 years, and the knowledge of international law has been strengthened. This year, the Geoscience Research Institute and the Geoscience Institute have reported that the research program of the South Pole Treaty system has promoted the publication of the world's largest South Pole Research Conference, and the chairman of the Committee on Southern Research Science has urged the International Academy of Sciences (IASR). "the strengthening of the system of the Southern Pole Treaty in the New World" and the "Agreement on Science, Law and Policy of the Southern Pole Environmental Protection Agreement", part 2 of the agreement on science, law and policy, all members of the representatives and contributors of this document, overseas scholars of natural science and law scholars have jointly studied, reported, published and published the content of YouTube animation. (2) the researchers of the Southern Law Institute will conduct a joint research report on the issue of the South Pole Treaty system in France. 3. On December 2, Shengli University held talks on international trade, international cooperation, international cooperation and promotion, overseas international law experts, domestic policy makers and participants in the field of international law.
