本プロジェクトの第一の目的は、中ロ善隣友好協力条約締結以降のロシアと中国の連携体制の性質を構造的・多角的に再検討し、なぜこの連携はこれまで決定的な対立を回避しつつ耐久性を高めてきたのかを考察することである。これを踏まえて、第二の目的は、アメリカ主導で形成・維持されてきた第二次世界大戦後の国際秩序に対する中ロ連携のインパクトを検討することである。2022年2月以降続くロシアによるウクライナ侵略（以下、露ウ戦争）により、ロシアを取り巻く安全保障環境、国際関係、経済関係は大きな影響を受けている。この状況は、本プロジェクトの目的と大きく関わるものであることから、2022年度は、国際情勢の現状把握に大きな労力を費やした。露ウ戦争の勃発後、背景について時系列的に整理し、国際社会の反応とその背景について所属先のシンポジウムやマスメディアで発表した。この内容を、一般向けに書き起こしたものを広島平和研究所ブックレットVol.8『広島から戦争と平和を考える』に寄稿した（「第5章　ウクライナ戦争ーロシア外交の観点から」）。また、欧米が呼びかける対ロシア経済制裁網に参加しなかったり、国際連合総会でのロシア非難に関する決議で「反対」「棄権」「無投票」を選択するグローバル・サウスに属する諸国の立場や、戦争が日露関係にもたらすインパクトについて分析を行い、NIRA総合研究開発機構のウェブサイト上に掲載された。本来の2年目の課題は、日米同盟、日韓同盟、クアッドに対するロシアの認識の変化を検討することであった。しかし露ウ戦争を受け、欧米との協調に失敗した1990年代に注目し、チェチェン戦争、コソヴォ紛争、ロシア-グルジア戦争の過程で、国家主権規範と自決権規範の恣意的運用を巡ってロシアと欧米諸国の対立が顕在化する過程を分析し、国際政治学会で報告を行った。
