项目摘要

当執筆者の研究目的は、旧ソ連地域において現出した政治体制の事例研究としてアゼルバイジャンを取り上げ、政治体制の類型化をめぐる議論の流れをくみつつ、政治・経済の側面から多角的・実証的に検証することで、その安定性の要因を解明することである。本年度においては、これまでの研究成果を踏まえ、より広く比較の視座を取り入れること、データと現地情報の分析について再考すること、これまでの研究成果を集大成することを目標とした。本年度に得られた研究成果は次のとおりである。1)6月に開催された日本比較政治学会分科会E「非民主主義国における議会の機能」において、「旧ソ連諸国における支配政党を通じた議会統制」と題して報告を行った。この分科会は、権威主義体制が安定的に持続する要因を議会に注目して分析する企画であった。中国・中東の事例との比較を通じ、議会の政治的機能が制約される権威主義体制下であっても、議会が地域や社会層の個別利害を表出しうること、利害調整をめぐって議会と政府の間に利用や対立の関係が生まれうることを事例の分析から明らかにした。2)7月に開催された北海道中央ユーラシア研究会において、中央ユーラシア政治研究におけるコーカサスの状況について、自身の研究を概括しながら報告を行った。この報告で執筆者のこれまでの研究の全体像を説明するとともに、今後克服すべき課題について討論が行われた。3)3月に行われた東洋文庫現代イスラーム研究合同研究会において、大統領任期というトピックを取り上げ、中央アジア・アゼルバイジャンにおける大統領制の問題を報告した。執筆者が研究協力者として参加している中央アジア班からは他にカザフスタンの事例報告が行われ、報告の結果、大統領制と大統領権力の比較検討が同班における今後有望な研究課題として浮かび上がった。4)上記項目を踏まえ、博士学位論文の執筆作業を進めた。
