本研究の目的は、明治前半期の日本における地域の諸課題、主に災害（自然災害や伝染病）をめぐる行政・村民の対応から、当時の行政組織である戸長役場・連合戸長役場の実態を解明し、近代初頭の地方行政機構の形成過程を描くことにある。本年度も、新型コロナウイルス感染症流行のため資料館・文書館などを利用した史料調査などを十分に実施することが難しかった。しかしながら、本年度は研究対象地域である東京都八王子市恩方地域のフィールドワークを実施することができた。また、八王子市役所（東京都）が所蔵する旧恩方村役場文書（約1万点）の主要な史料約300点の写真撮影を進めることができた。撮影した画像は資料ごとにフォルダ分けし、特に必要なものについては翻刻作業を進めている。旧恩方村役場文書には、明治22年（1889）の市制・町村制施行以前の戸長役場・連合戸長役場の文書が約2000点含まれている。その中で、本年度も戸長役場・連合戸長役場における公文書の作成・蓄積・保存のシステムが分かる史料を重点的に蒐集することができた。また、明治前半期の自然災害に関する史料も蒐集に着手した。さらに、史料から当該期の戸長や連合戸長をはじめとした村役人の構成などを明らかにしつつある。近世からの連続的側面と断絶的側面を意識しながら分析を進めている。近代の地方行政や在地社会、国家統治機構・官僚などに関する基礎文献についても蒐集し、研究に利用できるように整備することができた。
