项目摘要

本研究では、主として日米両国の一次史料を収集・解析し、近代日米関係における仲裁裁判の役割を外交史的手法にて考察することを目的としている。そのためには米国の国立公文書館（National Archives）をはじめ、未刊行史料の収集が必須となる。当初、今年度はコロナ渦がある程度落ち着くであろうことを想定し、米国を訪問して資料館での調査を実施することを予定していた。しかし依然としてコロナ渦による渡航の制限があったことと、学内業務の関係もあって現地調査を実施することができなかった。したがって今年度は2021年度に引き続き、国内で収集可能な史料の調査および先行研究の分析を中心に研究を進めざるを得なかった。本研究に関係する先行研究としては、主として外交史学よりも国際法学の分野が量的・質的に充実しているが、近年の国際連盟研究の進展を踏まえ、国際裁判に限定せず、幅広く国際関係史研究の動向について調査を進めた。その結果、国際裁判に関する国際関係史研究は依然として低調であることが明らかとなったものの、当時の日本政府や外務本省、出先機関の動向についてはある程度の研究を進めることが可能となった。その成果の一部については、学会で報告したり、著書としてまとめることで、世に問うことができた。他方で一次史料の収集・解析が十分に進められなかったことは課題であり、2023年度は米国などの各地資料館にて現地調査を実施することが課題となる。
