本研究の目的は、標準政策ツールである動学的確率的一般均衡 (Dynamic Stochastic General Equilibrium: DSGE)モデルの枠組みを用いて、COVID-19ような長期停滞下における現金給付政策の分析を可能とする「長期停滞現金給付政策DSGEモデル」を開発することである。本研究ではこれまで、申請者が開発した長期停滞産出モデルであるKomatsu (2020)と失業ヒステリシスを再現したGali (2021)モデルを参考に、長期停滞ヒステリシスモデルの検討と開発をおこなった。次に、この開発中のモデルに、国債発行と増税さらに中央銀行による財政ファイナンスを含む給付政策の包括的枠組みであるGali (2020)を構築し、長期停滞現金給付政策DSGEモデルの開発を行っているところである。今後は、Gali (2021)に習い自然失業率を用いてCOVID-19禍の自然失業率上昇を識別し、その変動に連動した現金給付政策の提案を検討する予定である。
