本年度は、前年度の「社会的蓄積構造(SSA)」理論と「レギュラシオン」理論の批判的検討(海老塚(1989)、磯谷(1990))に基づいて、先進資本主義諸国が1970〜80年代に経験した具体的問題を各論的に分析した。(1)労使関係・労働市場の変容。戦後期において使用者と労働組合は、labor accordと呼ばれる労使関係を形成し産業平和を維持していたが、これが1960年代末期の過剰蓄積過程で労働費用上昇圧力をもたらし、利潤圧縮に帰結した。そこで、資本蓄積を拘束したこの労使関係を解体・再編する試み(労働のフレクシビリティの追求)が1970年代末期以降行われ、アメリカにおいてはその戦略はほぼ成功した(都留(1990))。(2)脱工業化。戦後期の労使関係の解体・再編の過程は、同時に産業調整の過程でもある。戦後期のフォ-ディズムに基づく資本蓄積は、製造業とりわけ消費財部門を中心とする賃金主導型成長として実現した。けれども、蓄積危機を通じた所得分配関係の変化の下で、脱工業化が生じ蓄積過程は利潤主導型成長へと推転した(植村(1990))。(3)資本主義国家の再編。戦後期において労働力の社会的再生産に深く介入してきたケインズ主義的福祉国家も蓄積危機の中で再編を迫られ、新保守主義に基づいて公共政策の変更が行われた(雨宮)。(4)金融不安定性。利潤圧縮と蓄積危機の下で企業行動も明瞭な変化を示した。アメリカ国内では、競争激化に対して企業は(M&Aを含む)債務拡張によって対応し、非金融部門の企業債務残高は累増した。これは、停滞克服のための公的部門の債務累積と並んでアメリカの金融システムの脆弱性をもたらした(野下)。(5)世界システムの変動。戦後期におけるアメリカを中心国としドルを基軸通貨とする世界体制も、蓄積危機の下で解体し変容しつつある。この問題を世界システム論、覇権安定化論等の観点から検討した(鳴瀬)。

This year's critical review of the "Accumulation Structure of Society (SSA)" theory and the "Social Development" theory (Hai Laozhong (1989), Isotani (1990)) is based on the analysis of specific problems in advanced capitalist countries from 1970 to 1980. The transformation of income distribution relationship from accumulation crisis to deindustrialization, accumulation process to profit-oriented growth (Uemura, 1990) (3)Capitalist countries re-edit. In the later period, the reproduction of labor force in society is deeply involved in the welfare state of the socialist society. In the midst of the accumulation crisis, it is necessary to reorganize it. Neoconservatism is the foundation of public policy changes.(Amaya). (4)Financial instability. Corporate actions under the pressure of profit contraction and accumulation crisis are clearly demonstrated. Domestic competition intensifies, corporate debt (M&A) increases, and corporate debt in the non-financial sector increases. The debt accumulation of the public sector and the vulnerability of the financial sector have been overcome. (5)The world is moving. In the later period, the central country and the basic axis of the world system will be disintegrated under the accumulation crisis. This issue is discussed in detail from the perspective of the world's science and technology theory, the stability theory, etc.(Narise).
