本研究の目的は、保育サービス生産への親の参加の影響を分析し、日本における親の参加の実態と参加が阻まれている社会経済的要因を究明することである。OECD（2006,2012,2015）では、保育サービス生産への親の参加は、保育者との日常的な対話から、保護者会への参加、運営への参加、学習指導要領の作成、施設評価への参加と多様なレベルで観察されることが指摘されている。令和4年度は、日常的な親の参加が意思決定の場における関係当事者の合意形成を容易にさせ（仮説1）、親の参加が親と保育者双方の発言力を高める（仮説2）という仮説をもとに、「親が参画する運営委員会を有する保育所を現在利用しており、保育所の運営委員会に出席した経験のある親」を対象としてインタビュー調査を実施した。調査は途中段階であるものの、収集したデータは順次質的データ分析ソフトであるMAXQDA2022を用い分析を行った。その結果、運営委員会は組織運営にかかわる実質的な意思決定の場としては十分機能しておらず、親は運営委員会に参加することによる自身の子どもへの影響を認識していなかった。一方で、親と職員のインフォーマルな会話が親の意見反映の手段として多用されており、親と職員の良好な関係性や施設への信頼感を醸成することが明らかになった。また、親の参加の可否が本人の仕事環境や家族の協力の有無によって左右されていることも明らかとなった。したがって、親の参加を促すためには、制度による参加可能な環境条件の整備と親の参加の意義の明確化が必要だと現時点では結論付けている。
