项目摘要

本研究の目的は、女性消防吏員の位置づけや仕事と家庭の両立などの課題を明らかにし、職務継続支援の在り方を検討することである。今年度は茨城県内の女性消防吏員２名にご協力いただき、女性消防吏員の業務内容や妊娠・出産等のライフイベントの影響について聞き取り調査を実施した。また、文献レビューを通して、女性消防吏員のストレスと、女性がマイノリティとして業務に従事する中での経験や困難とその要因を明らかにした。これらの結果、女性消防吏員は男性優位の組織構成の中業務に従事することで、女性特有の困りごと（ハラスメント的な発言、男性が使用することを前提とした各種器具や防護具のネガティブな影響）を経験していることがわかった。また、男性と比べ女性に特有のライフイベント（妊娠、出産）により、一時的にワーク・ライフ・バランスがとりづらくなり、職場を退職、あるいは部署の異動につながることが示唆された。聞き取り調査に協力していただいた署では、女性消防吏員に対する環境改善の取り組みや男性消防吏員への理解促進のための講習会などを積極的に行っていたが、そういった取り組みだけでは解消できない、女性の職務継続の困難感が抽出された。文献レビューの対象となった文献はすべて海外で行われた研究であったため、今後は日本の女性消防吏員に対し、今年度の研究成果から明らかになった内容を含めた半構造化インタビューを実施し、その結果をもとに質問紙を作成していく。
