项目摘要

本年度は、人民の明治維新の特質を解明するために、とくに地方学事をめぐる当事者たちの議論と活動を分析・考察した。また、これらを地方統治との関係で理解するため、政府官員たちの地方統治構想の実証研究も行った。研究の成果は以下の二点である。第一に、地方学事をめぐる意見書や地方議会の議論を分析し、人々の課題認識を明らかにした。地方官・人民の間では、学制がその画一性を以て追求しようとした「公平性」に大きな期待が寄せられていた。しかし、現実社会を急に公平化するのは困難であり、人々の理解と協力を取り付けるためには、地方学事と旧慣との関係を築く必要があった。そのため、公平化をめざす改革事業が、公平ではない旧慣によって制約／下支えされる関係が模索された。また、地方議会の導入がすすむと、この新たに制度化された民意（代表意見）と地方学事との関係が問われた。民意は学事推進に欠かせないものであると同時に、多様な意見の衝突による混乱や学事への停滞を引き起こすものでもあった。以上の成果は、教育史学会第66回大会研究発表（9月）にて発表ののち、論文（湯川「明治前期における地方学事の模索と教育認識」『人文科学研究』第19号、2023年3月）にまとめた。第二に、地方統治をめぐる政府官員の構想とその特性を明らかにした。湯川「明治維新と地方統治」（伊藤之雄編著『維新の政治変革と思想』ミネルヴァ書房、4月）では、二人の政府官員（井上毅・細川潤次郎）の統治構想を手がかりに、明治維新が地方・人民にもたらす混乱とその回避・抑制策を検討した。湯川「郡県と封建」（山口輝臣・福家崇洋編『思想史講義』明治篇Ⅰ、筑摩書房、10月）では、政府官員たちが明治維新の課題解決を図るために、中国古典に由来する郡県・封建論を展開するだけでなく、その議論に欧米の統治体制（三権分立体制・議会制導入など）を取り込んでいったことを明らかにした。
