本研究では社会学的な観点にまで視野を広げた住民と地方政治エリートの意識調査を東欧三カ国(ハンガリー、ル-マニア、及びブルガリア)とロシア(タンボフ州とイルク-ツク州)で行った。このうちハンガリー、ブルガリア、そしてタンボフ州では住民への調査と地方政治エリートへの調査の両方を行った。これらの調査結果から、ロシア・東欧地域では共通して世俗的ないし個人的な価値に対して低い評価が与えられていること(裏返せば、強い信仰世界が存在していること)、新生の企業家層が地方のエリートとしてロシアやブルガリアでも登場していること、住民のエリート観は東欧とロシアでかなり異なること(ハンガリーでは信頼と監視の両面がある、ル-マニアとブルガリアでは政治家に一任する態度が強い、そしてロシアでは中央に対抗する地方エリートが望まれている)など、この地域に形成されつつある政治文化の骨格が判明した。またロシアについては「ロシアの地方」と題した膨大な地方政治資料集を四巻刊行した。これは現代ロシア政治にとって極めて貴重な研究素材として内外の大きな注目を集めている。またハンガリーについても地方政治エリートのデ-ダベースを形成した。以上の資料はアンケート調査分も含めてすべて英語ないしロシア語で刊行され、国外の研究者が利用できるようになっている。こうした資料は変動期を扱った今回の調査研究における重要な成果である。来年度以降についてもこの重点領域研究を発展させる研究計画を進めている。今回の資料は今後の研究の飛躍を保証するものとなっている。
