本研究は、デジタル・ウィットネスが武力紛争に関するデータの生成にいかなる影響を与えているのかを分析するものである。このプロジェクトでは、武力紛争に関する情報の流通構造（エコシステム）が全体としてどうなっているのかを解明することを目指し、研究を進めてきた。特に、国連などの国際組織による事実調査や国際刑事裁判につながる情報ネットワークの解明を主要な分析課題とした。本年度は、デジタル・ウィットネスのデータ利用の前提条件となる、国際組織やNGOによるデータ生成の全体像の分析を行った。その結果、国際組織やNGOが、事実調査や国際刑事裁判において、事例ごとのアドホックなネットワークをつくり、データの生成を行っている実態が明らかになった。また、そうしたネットワークが1980年代以降に本格的に形成され、機能を拡大してきた歴史的経緯も一定程度、解明することができた。もう少し具体的に言うと、武力紛争に関するデータ生成は、長期的には主に国際組織やNGOが担っているが、国連の人権理事会ならびに人権高等弁務官事務所、ヒューマンライツウォッチなどの人権NGOが主要な役割を果たしてきた。データ生成には、現場での聞き取り調査に加えて、法医学的分析や統計的分析が必要であり、その都度、専門家や研究機関を結ぶグローバルなネットワークが形作られてきた。歴史をたどれば、1980年代から中南米や中東での紛争をきっかけに、そうしたネットワークが急速に発展してきた。こうした研究成果については、次年度中に単著として発表することになっている。
