本年度は大英帝国のtrusteeshipの歴史を分析するとともに、現代の平和構築のイデオロギーおよび実務の分析を行い両者の比較を試みた。この比較を通じて、植民地統治から委任統治に至るまでに生成されたtrusteeshipのイデオロギーや機能が、現代の平和構築においても再生産されてきたと判明した。大英帝国においてtrusteeshipが生成された文脈には19世紀の人道主義と自由主義がある。19世紀の人道主義の代表例であるキリスト教宣教師による原住民保護運動と奴隷解放運動において、大英帝国は奴隷制や欧植民者の迫害に苦しんでいたアフリカの原住民の保護のために植民地統治することを求められた。そして原住民の安全を保障するために植民地統治を通じた原住民の社会改良を目指した。すなわち原住民は人道主義の名の下に帝国の「臣民」として改良されていった。他方、19世紀の自由主義者たちは、インドの文明化のために植民地独裁による社会改良を主張した。インドはその社会の性質上、自ら発展する能力がないため、植民地統治が必要であるとされた。そして社会改良の手段として彼らが考え出したのが、功利主義に基づく法の支配であった。法が社会の性質を改良できると考えたのである。その後、インドの大反乱や人種主義の台頭の結果、人道主義と自由主義によって生成されたtrusteeshipは間接統治のイデオロギーと混ざり、変容する。委任統治において、こうしたtrusteeshipのイデオロギーは国際制度に発展する。その目的は、帝国のガバナンス相互を国際制度によって調整し、実効的に義務が履行されるようにすることだった。脱植民地化を経て、trusteeshipは国際社会での正統性を一時的に失うが、20世紀後半から途上国での内戦に対応した新しい人道主義が登場し、同時に冷戦の終焉によって自由民主主義がイデオロギー上のヘゲモニーを得た結果、trusteeshipは平和構築として再び登場した。現代の平和構築においては人道主義と自由主義が結合した新しくも古いtrusteeshipのイデオロギーが(再)形成された。しかし平和構築は実務上、様々な要因によってイデオロギーの実現を制限されている。
