2022年度（1年目）は、本研究課題の基礎研究と位置付けた上で、まず、航空データ・ベースを構築すると同時に、国内外の航空部門における環境規制の最新動向を調査した。次に、都市の空間分布と高速鉄道との競合という2つの観点から、日本の比較対象として、イギリスとオーストラリアを取り上げ、それらの国における空港配置について、順位・規模法則の検証、空港間構造分析、および空港間旅客流動分析を行った。その結果、以下の研究成果を得た。1. これまで、経済学の分野では、都市人口の空間分布に多く適用されてきた順位・規模法則を空港の空間分布に適用した結果、空港の空間分布には、何らかの規則性（冪乗則）が確認された。2. 空港間構造分析の結果からは、ある程度、空港間の競合関係や補完関係が明らかとなった。その政策的含意としては、今後、訪日外国人旅行（インバウンド）の回復を見据えて、近隣空港との連携が考えられる。3. 空港間旅客流動分析の結果からは、国内航空に関しては、LCCの就航路線は旅客数が多いことが明らかとなった。その政策的含意は、特に、地方空港にとっては、今後、LCCの積極的な誘致が重要となることである。4. 地方分権化度は、空港の空間的配置に影響を与えると考えられる。すなわち、本研究で取り上げた中央集権的国家（日本、イギリス）では、行政組織の地理的配置は基本的に都市の階層性が観察され、企業もそれに影響を受けて立地する傾向がある結果、ビジネス旅客数もそれに影響を受ける。その一方で、地方分権型国家（オーストラリア）では、行政組織の地理的配置と企業立地は異なり、空港の空間的配置、すなわち、空港間距離は、必ずしも空港規模の重要な決定要因とはならない。このような中央集権的国家と地方分権型国家における空港の空間分布について、今後、さらに比較する必要がある。

In 2022, we will investigate the latest trends of environmental regulation in the aviation sector at home and abroad, including the basic research position of this research project, the construction of aviation equipment, and the construction of aviation equipment.
