本研究課題は、インドにおいて根強く残る家父長制度やダウリー（持参金）習慣の下で、女性の自助組織活動と全国農村雇用保障法（NREGA）による政策介入が、女性のエンパワーメントにもたらした長期的な影響について明らかにすることを目的としている。初年度である2022年度は、自助組織活動とNREGAが女性の労働市場への参加に与えた影響について、先行研究のサーベイを行い、パネルデータを用いて検証した。分析結果より、自助組織への参加とNREGAは初期段階において補完関係にあり、女性が自助組織へ参加することで、より容易にNREGAによる公的雇用機会を得ていたことが確認された。さらに、NREGAによる雇用保証事業が実施されたことで民間での雇用をクラウドアウトしてしまう可能性も考えられるが、NREGA事業がNREGAを除く民間での雇用も促進していたことが明らかになった。インドでは、家父長制度やダウリー習慣など地域特有の社会制度や社会規範が存在している中で、2000年代より女性の自助組織活動やNREGAなどの貧困削減や女性のエンパワーメントに関する政策が実施されてきた。しかし、実施された政策の相互関係について着目している研究はない。特に、自助組織活動が女性の労働市場への参加を促進させた可能性を示唆しているものの、これに関する明確なエビデンスはまだ存在しない。そのため、本研究によりインド全土で行われている女性の自助組織活動やNREGAといった政策介入の効果を検証し、それらの相互関係を明らかにしたことは、今後、インドでの政策介入の社会・経済的効果を巡る議論に一石を投じている。
