项目摘要

本研究では地方産業の再生に向けた行政レベルでの政策ならびに国による支援体制についてリサーチを行い、地方産業システムの現状分析と今後の変化に向けた方向性について見通しを得ることを第一目的としている。具体的事例研究として、地域活性化支援機構（以下REVICと呼称する）による地域産業再生に向けた支援事例として有田まちづくり公社を取り上げ、その経営主体となる有田商工会議所でのヒアリング調査と、支援対象となる有田町の有田焼関連企業の動向に関する経営分析を通じて、地域産業システムの再編プロセスを解明することを課題とする。令和４年度にはコロナ感染が拡大傾向から落ち着きを見せ始めた冬期を中心に、まちづくり公社を運営する有田商工会議所で聞き取り調査を実施し、コロナ禍で中止状態が続いたインターネットによる陶器市の実施状況と、アリタセラ（有田焼卸団地）における若手経営者による新規事業への取り組みについて最新情報に基づき検討を行った。REVICによる観光事業の展開は、有田町における有田焼企業である商社・メーカーの意識を大きく変える可能性を秘めており、事実若手経営者を中心にものづくりを深化させるためのオープンファクトリーによる一般顧客との交流や異業種の事業を同時展開しながら顧客の新規獲得に成功するなど、有田焼ブランドの向上に向けた各種の取り組みが確実に進みつつあることを確認できた。本研究では地方産業システムの構築に向けた経営レベルでの動向について検証することにより、国の支援事業によるインパクトが地方産業のイノベーションを導き出す経緯について明らかにすることができた。現地調査では支援事業の中心となる観光・まちづくりの事業に関して有田町商工観光課ならびに有田観光協会の事業内容から明らかにするべく、現地での資料調査を実施した。それらの内容について原稿執筆を進め、関係者より貴重な証言を得ることができた。
