项目摘要

地域包括ケアシステムやソーシャル・キャピタルの醸成が重要施策として提示される中，民生委員等の地域住民による対人支援活動への期待が高まっている。しかし，虐待，セルフ・ネグレクト，8050問題等，専門職でない住民が対応するには負担の重い課題も多く，対人支援に関わる地域住民を支えるための体制を整える必要がある。本研究は，東京都区市部の民生委員を調査し，地域における対人支援活動上の困難や彼らが対応する困難事例の状況，必要とする支援策等を把握するとともに，10年前に実施した調査結果と比較することで，問題の経年変化と変化の要因を明らかにする。その結果を基に，公的・私的支援を得にくい人を地域で支えるための施策と，そのような人を支える住民ボランティアを支援するための施策を考察することを目的とする。2022年度は，次年度に実施する質問紙調査の検討課題を把握するために，東京都区市部の民生委員でセルフ・ネグレクトや8050問題等の困難事例に関わった経験がある人(10名)に個別の半構造化面接を行い，質的分析をした。その結果，主に以下の結果が得られた。(1)新型コロナウィルス感染やコロナ禍での活動制限等の影響により，地域内で高齢者の孤独死事例が増えた。(2)高齢者の問題だけでなく，母子・父子家庭の貧困，DV，児童虐待等の問題もコロナ禍で増え，民生委員の精神的負担や対応困難感も増加していた。(3)対面での活動が制限され，地域内の問題に関する情報を入手しにくくなったが，コロナ前から得ていた情報や近隣住民からの情報が，コロナ禍での対人支援活動に役立った。(4)電話やインターフォンでの声かけ，困った時の連絡先の配布等の活動の強化とともに，地域包括支援センター等と協力してオンラインを活用した新たな交流の取り組みも行われていた。以上の結果を踏まえ，次年度の調査ではコロナの影響とコロナ後の変化についても検討する。
