本研究は、社会福祉学的な視点から社会的孤立状態にあるひきこもり者をとらえ、ひきこもり者とその家族に対する重層的支援のあり方を明らかにすることを目的に実施することとしている。そのため、先進的な地域の社会福祉協議会の取り組みについてのインタビュー調査、全国の社会福祉協議会への質問紙調査を行い、社会的孤立状態にあるひきこもり者とその家族への個別支援、家族支援、参加支援、地域づくり、そして、重層的な支援体制による包括的なソーシャルワーク実践モデルを構築をしていく。研究初年度は、社会的孤立状態にあるひきこもり者とその家族に対する支援について、国内外の文献調査をすすめ、学術雑誌で発表を行った。国内において、ひきこもり者の調査研究はすすめられてきたものの、当初は精神医学的アプローチが多かった。その後、社会学の観点からのアプローチと、心理学的な支援法についてのアプローチがすすめられていた。近年は、当事者からの発信がなされるようになり、ひきこもり者の理解も多面的に行われるようになってきていた。また、ソーシャルワークによる包括的支援も発表されつつある。国が重層的支援体制整備を進める中、当該施策の設立に直接かかわった和田敏明氏（ルーテル学院大学名誉教授）を迎え「重層的支援体制整備事業創設の背景と社会福祉協議会への期待」と題した講演をオンラインで提供し、全国の社会福祉協議会の職員の関心に沿った情報提供を行った。支援経験のある社会福祉協議会職員へのインタビュー調査からは、社会的孤立状態にあるひきこもり者とその家族への支援において、信頼関係の構築や家族支援に配慮していることが明らかとなった。
