项目摘要

本研究の目的は、「核軍縮・不拡散教育」と「核軍縮・不拡散外交政策」との相互作用を明らかにすることで「核軍縮・不拡散教育」の限界や可能性をあぶりだし、そうした観点から「核なき世界」の実現に貢献する、より効果的な「核軍縮・不拡散教育」の在り方を探るものである。本年度は、次年度に実施予定の「核保有国」「非核保有国」「『核の傘」依存国」における核軍縮・不拡散教育の実践状況に関するケーススタディに向けた準備作業の年と位置付け、以下を行った。①核軍縮・不拡散教育の目的や意義がどのように定義され、位置付けられてきたのか、またそれがグローバルな核軍縮・不拡散をめぐる動向によってどのように変容してきたのかを一次資料や文献から分析・整理した。②「核軍縮・不拡散教育」について異なる核政策を持つ国がどのように受け止め、議論しているかを、核軍縮・不拡散に関する国際会議（第1回核兵器禁止条約締約国会議（2022年6月、ウィーン）及び第10回核不拡散条約（NPT）再検討会議（2022年8月、ニューヨーク））における議論の傍聴（前者はオンライン、後者は現地で会議参加）をし、そこで出された各国の声明文や演説、作業文書等の比較検討を通じて実証的に分析した。③第10回NPT再検討会議に参加していた各国の教育プログラム関係者に対する聞き取り調査を行った。これらの研究を通じ、とりわけ、マーシャル諸島共和国など核実験被害の歴史を持つ国での教育プログラムの例などから、核兵器が世代と国境を越えて社会、経済、環境にもたらす様々な非人道的な影響について伝える教育の在り方について多くの示唆を得ることができた。
