沖縄の多文化社会の進展を象徴するように、インターナショナルスクールやフリースクール等は増加し、沖縄の児童生徒だけではなく外国籍の子どもの進学先ともなっている。外国につながる児童生徒の実態を把握するために、読谷村や北谷町、沖縄市の小学校の日本語教室を訪問した。沖縄市では４校の小学校に日本語教室が設置され、児童の日本語指導を進め、定期的に日本語教師の情報交流会が開催されている。長期休業中の児童の日本語能力の低下、中学校へ進学後の支援の弱さ等が課題としてある。また、先進地の横浜市及び福岡市の実地調査を行った。那覇市若狭の多文化共生への取り組みについて、公民館とネパールの若者との交流事業を手がかりに基礎的調査を実施した。若狭には、日本語学校が３校立地し留学生の多くがネパール人である。公民館では「地域組織に属しない人々への支援」を考え、沖縄ネパール友好協会と連携することで、沖縄とネパール相互の文化交流事業を公民館で実施している。本研究が主眼とする家族移民の子弟教育は、ネパール人の多くが単身者であるため、若狭の小学校にネパールの児童は在籍していなかった。しかし、いずれは子弟教育が喫緊の課題となり、若狭の多文化化の深化とともに、外国籍児童の教育の充実が望まれる。貧困や外国にルーツを持つなどの環境的困難や不登校の長期化など社会的孤立を抱える子どもの包摂について、学校と地域の協働の仕組みに着目しながら研究を進めている。2022年度は不登校経験者等の校区外就学が増加している名護市の小規模特認校を事例に、自治会毎の豊かな伝統・自然文化を残す地域の学校が、コミュニティ・スクールとして学校区単位でふるさと学習などの地域連携を進める中で生じている校区外就学者の包摂機能や葛藤などを検討した。
