项目摘要

2022年度には研究の理論的枠組みの検討を行い、カザフスタンの現地調査を実施した。まず、理論的枠組みの検討に当たり、先行研究における職業教育の教育学的基盤と理念的基盤を整理し、職業教育を支える3原則ー本質主義、実用主義と実用主義の再建論を確認した。また、ソ連時代の職業教育の3原則（搾取からの解放・教育権利の保障、目的養成・職場は一、ポリテクニズム）を確認した。また、中央アジア4カ国のソ連時代から現在に至る中等職業教育制度・政策に関する先行研究の収集、整理を行った。2023年3月にカザフスタンで予備調査を実施した。調査の目的は、インターネットでアクセスできないソ連時代の政策に関する一次資料（政策文書など）と教育行政機関、中等職業教育機関の視察であった。教育行政機関ではカザフスタンの最大都市アルマトゥ市の教育局とアルマトゥ州の教育局を訪問し、中等職業教育部では現状と課題について聞き取り調査を行った、調査の結果、市と州レベルの両方の教育行政機関において、中等職業教育と中小企業（雇用側）によるデュアル教育の実施が難航していることが指摘された。一方、通訳・翻訳者を養成している人文カレッジでは、雇用側とデュアル教育を行えるための法的基盤の未整備が指摘された。さらに、中等職業教育と高等教育の接続の問題が指摘され、進路指導の課題を把握できた。一方、一連の聞き取り調査を通して、カザフスタン政府はニート(NEET）若者の増加を懸念しており、対応策として2025年までに中等職業教育を完全無償化することを目指していることが分かった。しかし、この政策に関する公式な政府文書が発表されておらず、まだ立案の草案段階にあると考えられる。
