项目摘要

本研究の目的は、保育所等における要保護児童等の支援に焦点をあてて、保育現場の特性と強みを活かせるアセスメントツールの活用方法を整備し、要保護児童等の支援モデルを構築することである。研究1年目は、地域や各現場の実情にあわせて、子ども家庭アセスメントシート（灰谷.2017)をカスタマイズし作成した各現場の独自アセスメントツールを、すでに1年以上活用している保育所等や市町村担当課を対象にヒアリング調査を実施し、アセスメントツールの活用による要保護児童等の支援の状況を確認した。保育所等では、アセスメントツールを活用することで、子どもや保護者の姿、家庭状況の可視化ができ、保育現場内での情報共有や経過観察が容易となっていること、保育者一人一人の視点の拡大や意識の向上、共通認識の形成等によって子どもや保護者に向き合う機会が増えていることが明らかとなり、今後、要保護児童等の早期発見だけでなく虐待発生予防につながる支援も期待できることが示唆された。市町村担当課では、主に保育所等からの要保護児童等の通告・相談時に情報共有ツールとしての活用が多く、保育所等との情報共有量が増えたことで早期支援・早期連携につながっていることが明らかとなった。研究2年目以降の実践研究の対象として、引き続きアセスメントツールを活用する「継続活用先」と新たに試行を開始する「新規試行先」を選定した。そして、アセスメントツールの活用や試行をよりスムーズに進めていくために、継続活用先にはアセスメントツールの改良の提案や活用方法の整備を行い、新規試行先には、アセスメントツールのカスタマイズ、アセスメントツール活用マニュアルの作成、アセスメントツール活用の説明や研修等を実施した。今後、それぞれの実践研究の結果を活かして、アセスメントツール活用による要保護児童等の支援モデルの構築をめざしていく予定である。
