本年度は文献の整理を行った。厚生労働省や職能団体が公表している報告書、先行研究に加えて、統括保健師に関しての事例報告にも広げて文献検討を行った。最終的に検討したものは、報告書5件、学術研究1件、事例報告24件となった。これらの中から統括保健師の役割を記述しているものをコードとしてその意味内容の類似性に基づいてコードを整理し、指標項目として意味が通じるよう整えた上でカテゴリを生成した。その結果、「保健師全体で自治体の健康課題を共有する機会をつくる」「自治体全体の保健活動の進行管理を行う」などの9項目からなる【部署横断的な総合調整を行い、保健活動を推進する】、「統括保健師を組織内での位置づけ、役割が実施できる体制をつくる」「保健師活動に新しい技術(ICTなど)が活用できるよう、人材や資源を整備する」など6項目からなる【保健師が活動しやすい体制や環境を整える】、「保健師の人材育成計画をスタッフとともに立案し、組織内での理解を得る」「次世代の統括的役割を担う保健師を育成する」など6項目からなる【保健師の人材育成体制を整備する】、「個々の保健師の仕事ぶりや、強味、興味などに関する情報が得られる場やしくみをつくる」「保健活動や活動の経験知が継承できる資料や機会をつくる」など7項目からなる【保健師の専門的知識・技術の向上を図る】、そして「平時に、想定される健康危機に対応した保健師の活動計画の作成を推進する」「健康危機発生時に、状況に応じて関係機関と連携し、対応体制を整備する」など7項目からからなる【健康危機に対応できる体制を整備する】を整理した。
