過去の度重なる震災の経験から，地域住民によるコミュニティ防災の重要性が指摘されているが，離島・へき地では，急速な人口減少や高齢化により，地域コミュニティ機能が低下し，防災の大きな障壁となっている。そのため，地域の学校には，防災の中心的な役割が求められ，子どもたちには災害時の避難誘導や避難所運営などのボランティアとしての活躍も期待され，防災教育の重要性は一層高まっている。本研究では，離島・へき地における防災教育の現状を調査し，地域が抱える課題を抽出するとともに，学校と地域住民が連携し，次世代につなぐ持続可能な防災教育プログラムを開発・実践する。初年度は，防災教育の教材となる，東日本大震災や新潟県中越地震，阪神・淡路大震災に関する災害遺構を調査した。また，本研究の主なフィールドとなる沖縄県の石垣島付近で1771年に発生したマグニチュード7.4の地震がもたらした約30mの明和の大津波（死者・不明者数は約１万人）や，1960 年のチリ地震津波における自然災害伝承碑を調査し，教材データとして収集した。特に，宮古地域から八重山地域の島々に，大津波で陸に打ち上げられた岩塊（津波石）は，津波のすさまじい威力を知る自然の伝承碑であった。離島の生徒に対し実施した防災に対する意識に関する予備調査結果を分析したところ，最も怖れる対象の自然災害は津波や地震，火山などの非常襲性の災害であり，常襲性のある台風については，怖れの意識は低かった。一方で，津波避難の際に重要な指標となる海抜については，約半数の生徒が生活圏（学校のグラウンド）の海抜の値を誤認しており，生活圏における空間的な認知の欠如が明らかになった。

The main purpose of this study is to investigate the natural disasters caused by the earthquake in 1960, which occurred recently in Ishigaki Island in 1771 and occurred in Japan in 1771. In particular, the Miyako area is located in the Yaeyama area. The Otsuwa land is located in the upper part of the rock block (Tsunamishi). The Tsunamiwa land is located in the middle of the natural stone block. The results of the preliminary investigation on the occurrence of natural disasters in outlying islands are analyzed. The most feared natural disasters are earthquakes, volcanoes, and extraordinary disasters. The most frequent disasters are typhoons. The awareness of disasters is low. On the one hand, the important index of Jinbo refuge is the sea level. About half of the students misunderstand the sea level of life circle (school), and the cognition of life circle space is insufficient.
