本研究の目的は、日本の国立総合大学において教学マネジメントを最適化する教育本部機構の構造と機能のあり方を検証し、変革のための組織文化の形成方法を提案することである。令和4年度は、①教学マネジメントの根幹となる大学の全学ディプロマ・ポリシーがどのように構成されているのか、各学部・研究科のディプロマ・ポリシーとどのような関係にあるのか、カリキュラムや教育組織体制との関係においてどのような課題が生じているのかを、研究代表者の本務校である神戸大学の事例を中心に検証した。また、②大学院課程における共通教育の実施体制とその課題について、国内の主要大学を比較検証した。①については、全学ディプロマ・ポリシーと教養教育の目標が並列することによって、ディプロマ・ポリシーの達成度を全学的に測定・評価する観点があいまいになりやすいという課題があることを指摘した。教養教育の目標設定については、全学の共通授業科目のうち、どこまでを射程に入れるべきなのかという課題が存在する（外国語科目、専門基礎科目など）。ディプロマ・ポリシーで定めた能力を学生が身につけるためにはこれに即したカリキュラム・マップを体系的に設計する必要があるが、多くの学部・大学院がこの点で課題を抱えていることがわかった。②については、文科省が大学院教育に関するさまざまな競争的プログラムを通じて、各大学が大学院共通教育を導入するように水路づけてきたことがわかった。大学院共通科目を必修化する場合は、一定数の科目や担当教員を確保する必要がある。自由選択科目として制度化する場合は、履修者数の予測が難しいという課題があることがわかった。
