本研究の目的は、ともに市場経済体制への移行期にあるベトナムとラオスの両国において、社会体制の急激な転換に伴い、高等教育の機能がどのように変容しつつあるのかを比較考察することである。平成11年度はラオスの事例(ラオス国立大学)を中心に調査・考察を行った。平成12年度は、主にベトナム高等教育の動向を把握するため、2回の現地調査を行った。訪問先は、ハノイ市とホーチミン市の高等教育関係諸機関、国家図書館、政府機関等である。具体的には、両国の高等教育における、1.入学者選抜機能、2.管理・運営機能、3.教育機能、4.交際交流・協力機能、5.人材供給機能の5項目について検討した。これによって、ベトナムとラオスの共通点が下記のとおり明らかとなった。1.進学希望者の急増に伴って、高等教育就学者数は急激に増加しており、高等教育の門戸も以前よりもオープンになりつつある。各大学では定員を増やしたり、就学形態の多様化を図って、増大する教育需要に対応している。2.大学に対する中央政府の管理・監督権限は次第に弱まりつつあり、各大学では各種ビジネスや寄付金など、自主財源の確保が急務となっている。3.授業の形態は、いまだ伝統的な講義形式が圧倒的に多い。教師の授業負担は大きく、教室のインフラはおしなべて貧弱である。ティーチングをサポートする体制も整備されていない。4.かつての共産圏ネットワークが崩壊したことにより、各大学では欧米先進国及び近隣アセアン諸国との人材交流が活発化している。また、教育援助を得るために国際機関とのネットワークづくりにも積極的である。5.両国とも、大卒者の就職状況は良好とはいえない。現在の経済停滞が長引けば、近い将来、深刻な失業問題が発生する可能性が高い。早急な対策が求められる。専門分野によって、卒業生の就職需要に大きな格差が生じている。

The purpose of this study is to investigate the transition period of market system, the rapid change of social system, and the function of higher education. Case Study (National University) in Heisei 11 In 2012, the Ministry of Education conducted two rounds of on-the-spot investigation to grasp the trend of higher education. Visit the institutions related to higher education, national libraries, government agencies, etc. The specific functions include: 1. Student selection function; 2. Management function; 3. Education function; 4. Communication function; 5. Talent supply function. The common point of this communication is recorded below. 1. The number of students enrolled in higher education is increasing rapidly. The number of students enrolled in higher education is increasing rapidly. Each university should increase the number of students, diversify the form of education, and increase the educational needs. 2. The central government's management and supervision of universities is limited to the second level, and each university has to pay various fees and ensure its own financial resources. 3. The form of teaching is different from that of traditional teaching. The burden of teaching is too great for teachers, and the classroom is too weak. The system is ready to be installed. 4. The exchange of talents between universities and European advanced countries and neighboring countries has become more active. International organizations are actively involved in education. 5. The working condition of the country and the big soldier is good. There is a high probability that economic stagnation will continue for a long time now and that deep unemployment will arise in the near future. Early response to the problem. A large gap arises between the requirements of the division, graduation and employment.
