東日本大震災からの復興に関して、岩手県山田町、大槌町を対象に復興計画によって創出された空間の利用状況、人口変化についてヒアリング調査を行った。その結果、計画策定時に予想されたように人口は減少傾向であることを確認できた。しかしながら、山田町では釜石市と宮古市から転入超過になっており、三陸自動車道開通による影響が生じていることが明らかになった。また防災集団移転促進事業による移転先住宅地の空き区画および土地区画整理事業区域の空き区画については、事業完了時に比べて利用の進んでいる場所のあることが明らかになってきた。山田町では中心商業地と役場に挟まれたエリアでの再建が進み、大槌町でも役場周辺エリアでの再建が増えていることを確認した。ただし、全体でみると空き区画は多く、人口減少下での利用促進、企業進出が困難であることがわかった。事前復興に関して、和歌山県串本町、太地町、那智勝浦町での現況調査を行うとともに、太地町でヒアリング調査を行った。串本町では公共施設の高台移転が先行して実施されていること、高台集落の周辺に住宅転用可能な土地を確認することができた。太地町では具体的な事前復興計画が策定され、20年後を見据えた整備方針と取り組みが定められていることがわかった。特に都市計画マスタープランとの連携が図られており、事前復興計画の位置付けについての知見を得ることができた。那智勝浦町では事前復興に向けた避難計画の見直し、策定に取り組んでおり、実際にワークショップで定めた避難経路を住民が踏査することで避難路整備の課題を確認していることが明らかになった。以上、2022年度は対象地域の現状把握を行った。
