本研究は、成長や開発を前提としない人口減少都市のアーバンデザイン手法を体系化することを目的とする。なかでも、荒廃を防ぎ市街地を安定させる空き不動産（空き家・空き地）の選択的再生の実態と活用戦略に着目し、広範囲に散在する空き不動産に対する介入手法を分析することを目標としている。人口減少が著しい米国の都市を対象に、人口減少の進む住宅地区・工場跡地が集積するブラウンフィールド・医療機関や大学等が立地する雇用集積地区の３地区のアーバンデザイン手法と、都市全体のアーバンデザイン戦略を分析の対象とする。また、国内の類似都市・地区の実態分析も同時に行い、上述のアーバンデザイン手法の日本での適用可能性を検証する。2022年度は、上述の３地区の対象地の検討を進め、ミシガン州デトロイト市、ニューヨーク州バッファロー市、オハイオ州クリーブランド市について詳細調査を進めている。また、ミシガン州デトロイト市の現地調査を実施した。同市では、市役所が中心となってStrategic Neighborhood Fund (SNF)が設定され、人口減少が進む住宅地区を対象に、地区の再生戦略を立案されている点に着目して分析を行った。同戦略に基づいて、市による街路整備とランドバンク所有地の戦略的な処分（取得後に住宅開発を行うこと条件とした民間事業者または非営利団体への譲渡）が一体的に進められており、詳細な分析対象として分析を深度化することとした。また、医療期間や大学等が集積する雇用集積地区として同市ミッドタウン地区では人口減少下でも不動産開発が進められており、新設のLRTを骨格とした街路を中心に民間事業者による投資も一定程度、進行している状況を把握した。デトロイト市で観察された地区スケールの再生戦略に着目して、人口減少都市のアーバンデザイン戦略として抽出・体系化に向けた調査・検討を進めていく予定である。
