2022年度は主に以下の研究を行った。第1に，地域の農業委員会を対象に各主体の取組みと役割を整理し，取組みによる影響を経済的に評価した。地域の農地の利用調整に係る事業を担う農業委員会を対象に，農業委員会を対象とする政策，農地利用最適化交付金事業において事業実施に係わる委員への報酬設定を検討し，その役割に応じた役員報酬の分配手法を，事例を用いた規範分析から考察した。分析対象とした全国の農村地域や都市近郊地域を含む農業委員会の4事例においては，各委員の取組みは一様ではなく，農地の集積に貢献するリーダー的委員がいることが確認された。また，取組みの活動日数についても，各委員で差があることが明らかとなった。さらに，協力ゲーム理論を援用した報酬分配の分析結果から，報酬を均等配分している場合は，委員全員の参画によって事業が成立すると捉えて，対称ゲームの配分方法から説明できることを示した。さらに，活動が委員ごとに役割が異なることを踏まえて，役割に応じた配分方法をシャープレイ値から提示した。第2に，都市部の農地資源管理について，東京都町田市を事例として都市農家と地主の行動分析から，大都市近郊地域における都市農地貸借の交渉問題を考察した。Nash交渉ゲームを用いて，都市農家と地主の貸し手と借り手の状況に応じたケースを分析した結果，交渉は非合意点の利得が高い方が有利であり，農家，地主共に，他に農地を貸借できる相手がいるかどうかが，交渉による地代水準に関係する。農家が特定の地主以外に，他に貸し手がいがない場合は，地代水準が高額となる一方，農家に特定の地主以外に安い地代で貸し手がおり，地主に他の借り手がいない時，地代水準は0円となるため，農家の負担が少なくなる。よって，借り手の農家に対して貸し手の地主が多い，借り手市場の場合は，地代が農家に大きな負担とならずに営農できることが示唆された。
