项目摘要

持続可能な農村社会に向けて地域資源の有効利用は喫緊の課題となっている中、農業法人が耕作放棄地等の再生・利用、伝統芸能や郷土料理などの復活等に取り組むケースが散見される。本研究の目的は、こうした農業法人による農村地域の遊休あるいは潜在資源の開発行動について、全国な取り組み実態や開発行動の動機、成立条件を明らかにすることである。2022年度は主として秋田県内の農業法人を対象とした聞き取り調査から次のような示唆を得た。第一に、大規模水田作経営の中には経営耕地面積規模の拡大に伴い、農業用用排水路の保全管理を自ら行う必要からバックホーなどの土木作業用機械を所有するようになっている。近隣の遊休化した農地を農地として利用できるように整備する事業は所有機械の稼働率を向上させ、当該農地の所有者と良好な関係を構築できるメリットがある。第二に、COVID19の感染拡大やウクライナ戦争等を契機として光熱費が高騰する中、地域に賦存する水力や風力等から電力を調達することにより経営費を抑制する動きがあること。そのためには資金調達が課題であり、他の農業法人や農外企業と連携が求められていること。第三に、農業経営にとって、農産物を地域内外に販売するだけでなく、地域外からの誘客を生かした事業展開が重要になってきている中、そこで新たに対価を獲得できるのは地域に来なければない固有のモノやコトである。それらは既存の要素市場として成立しているわけではないため、農業法人自ら地域の潜在資源を顕在化するための投資行動に出る可能性がある。
