项目摘要

1.体制移行諸国とりわけハンガリーとポーランドにおける商品先物市場の現状に関する分析を中心に実施した。ポーランド(ワルシャワ商品取引所)については、まだ商品先物市場の機能を活用出来る段階にはないことが明らかとなった。1999年1月から通貨、小麦を中心に先物取引が試みられているが、情報発信に法的規制が存在しており、かつポーランド農産物市場庁のはたす役割がきわめて大きく、今後大幅な「規制緩和」が必要となるものと思われる。今後の政治経済的環境整備に注目が集められることとなろう。2.ハンガリーについては、ブダペスト商品取引所では、1992年に商品3部門での先物取引の体制が整備され、すでに同商品取引所は(1997年時点で)世界第22位の先物市場にランクされている。本研究は、(1)効率的市場仮説の適用による効率性の検定の試み、および(2)拡大EUへの参加に伴なって商品先物市場にどのような影響が及ぶのか、の2点の検討を中心に行なわれた。(1)については、6商品24市場をとりあげ、「ウィーク・フォーム・テスト」を行なった。その結果4商品5市場でランダム・ウォークが観察された。こうした現状の解釈のため、東京穀物商品取引所を対象にほぼ同様の検討を行ない、4商品18市場のうち、3商品7市場においてランダム・ウォークにしたがう価格系列が観察された。その結果、ブダペスト商品取引所と東京殻物商品取引所との間には、効率性において、有意な差は認められないことが確認された。(2)しかし、ブダペスト商品取引所は、1998年から1999年にかけて、「ロシア危機」の影響を受け、大幅な出来高の減少に見舞われ、人員削減を余儀なくされた。拡大EUへの参加は、効率性の上昇とともにこうした危険の増大を意味する。従って、効率性の上昇を確保しつつ短期資本移動に対処する適切な政策の開発が今後数年間の課題であると考えられる。
