中高層化がほぼ完了した市街地への都市計画的対応を、市街地の挙動の分析を通じて明らかにするが、本研究の目的であった。分析により下記の点などが明らかになった。(1)土地利用マクロデータの分析より、大都市都心部及びその周辺部に中高層市街地ともいうべき市街地形態が、近年形成されつつあるのことが確認できた。また、従来のこの地域に対する都市計画の関心がもっぱら中高層化課程の規制・誘導にあたることが、文献調査より確認でき、本研究の必要性が検証された。(2)上記の市街地における土地・建物利用の数時点にわたる変化を地図及び現地調査から確認したところ、中高層化した建物が低層利用変化することは、いわゆるベンシルビルを中心にある程度の事例がみられるが、市街地全体として無視できるレベルにあることがわかり、中高層市街地の不可逆性が立証された。(3)上記調査より、中高層化市街地での土地・建物利用や人口の変化は、全体としてこれら地域における建築活動によるというよりも、建物内の床利用の変化によるものが支配的であることがわかった。またその変化も、大規模な建築物よりも小規模な建築物に多く、地域的には都心と周辺部のいわゆる遷移地帯に多いなど、建築物や市街地の特性により特徴がみられることがわかった。これらの調査結果より考察した結果、中高層市街地を対象とした都市計画のあり方として、従来の空間創出・利用規制型よりも床利用管理型が望まれると考えられた。今後、得られたデータの更なる分析や海外事例の収集などを通じて、その具体的あり方について研究を進めたい。
