项目摘要

令和4年度は、主に次の２つの課題に取り組み、研究を進めた。第一は、戦後の教育制度改革期における校歌のありようについてである。前年度の研究を土台として範囲を広げ、旧制中等学校から新制高等学校への移行に伴い、学校文化のひとつである校歌をめぐっていかなる動きがあったのかを検討した。具体的には、1948年4月に北海道内に誕生した高等学校139校のうち、1947年度末時点で道立旧制中学校または道立高等女学校であり、なおかつ1948年4月より道立普通科高校となった計54校について、国立国会図書館、北海道立図書館などの公共図書館、各高等学校において史料調査を実施した。その結果、旧制中学校と高等女学校を統合し、男女共学の新制高校となった場合、前身校の設置主体の如何に基づく学校間の序列意識が、校歌の制定にも少なからず影響を及ぼしていたことが明らかとなった。高校三原則の一つである男女共学の実施にあたり、校歌制定の際にジェンダーや学校の格差意識が作用していたことについて、今後、論文化を予定している。第二は、明治期から昭和戦前期までの期間に文部省が公布した法令に着目し、学校でうたう歌曲に対していかなる制限がかけられていたのか、法令に関する業務を文部省内のどの部署が担っていたのかを明らかにした。その結果、各学校から申請された校歌の楽譜の審査に関しては外部に委託していた可能性も考えられるものの、審査結果のとりまとめや申請校との文書のやりとりに関しては、文部省内の大臣官房図書課（～1911年5月）、図書局（～1913年6月）、普通学務局（～1916年6月）、大臣官房図書課（～1920年4月）、図書局（～1943年11月）、国民教育局において業務が担われていたこと、くわえて歌曲の認可件数の増加と連動して、とりわけ1930年代後半以降は図書局の人員数も増加していったことが明らかとなった。
