本研究が対象とする総裁政府(1795〜1799年)の公教育政策の特色は、革命期において初めて体系的公教育法としての「共和三年公教育法」が制定、実施されたという点に存在する。しかも、公教育法の実施状況について、当時の内務大臣(フランソワ・ド・ヌフシャト-)による詳細な調査が行われ、膨大な報告書群が残されたことによって、革命期の公教育の実態を知ることができるという点で、教育史的にも、またフランス革命史の上でも重要な研究領域となっている。それにもかかわらず、フランス本国においても、日本においても、これまでの研究においては、総裁政府の公教育政策は、いずれの分野においても分析・検討の対象とされることがなかった。しかし、今回、研究をすすめた結果、総裁政府期においては、「共和三年公教育法」の成立を受けて、内務大臣による公教育政策の重視、大規模な予算の計上などによって、フランス史上はじめて、公教育の整備が本格化したこと、当時の公教育の領域は、今日のそれよりもはるかに広大であったため、まさに内務大臣が管轄するにふさわしい内政のあらゆる領域にわたっていたことが明らかになってきた。したがって、「共和三年公教育法」による公教育の実態の検討は、フランス革命の中期に、革命のエリートたちが、どのような構想のもとに、革命の収束と新しい社会の建設をめざしていたかを知る上でも、重要な成果を提供してくれた。また、こうして実際に施行された公教育の遺産が、どのようにしてナポレオン体制下での公教育、そして19世紀の公教育制度に受け継がれていったのかという点で、啓蒙期-革命期-ナポレオン体制期の連続面と断絶面を考察していくための貴重な手掛かりを与えてくれるものでもあった。

The subject of this study is the characteristics of the public education policy of the General Administration Government (1795 - 1799). The public education law of the early system during the revolutionary period and the "Three-Year Public Education Law of the Republic" existed during the formulation and implementation of the law. The implementation of the Public Education Law was investigated in detail by the Minister of the Interior at that time, and a large number of reports were published. The implementation of the Public Education Law during the revolutionary period was known to the public. The history of education and the history of revolution were important research fields. The government's policy on public education is divided into three areas: analysis, investigation and research. The results of the study, the review of the government period, the establishment of the "Republic Three-Year Public Education Law," the importance attached by the Minister of the Interior to public education policies, the large-scale budget, the historical development of public education, the field of public education at that time, and the current situation. The Minister of the Interior has jurisdiction over the internal affairs of the country. The "Three-Year Public Education Law of the Republic" refers to the actual situation of public education, the middle period of revolution, the end of revolution, the construction of new society, the realization of important achievements.
