项目摘要

当該年度の研究は、昨年度にウェールズ国立図書館で収集した史料の分析を中心に、国民健康保険（1911年国民保険法第一部）の政策構想と政策決定過程について検討を重ねることが主となった。前年度は、時の財相ロイド＝ジョージによる国民健康保険の政策構想が、労働者の困窮救済を中心とした社会福祉改革構想に留まらず、社会改革における政策決定過程の改革構想でもあったことを示した。当該年度はこの論をより深めることができた。ロイド＝ジョージにとって、社会福祉改革における政策判断というものは、政策について「完全」に理解する政策立案者に委任されるべきものであった。また、社会福祉における各組織・個人の利害なるものは「下から」表明されるものから、「上から」提示されるものへと転換されるべきものであった。当該年度の検討を通じ、社会福祉改革構想と政策決定過程改革の両面に跨る国民健康保険の政策構想が、近代イギリスにおける個人・民間組織の自律性を軸とした政治・社会からの転換を通じて、より徹底した困窮救済を目指すものであったという論も形成した。この論は、当時の一連の改革について、国家の側からの市民社会の再建としての意義を強調する先行研究に異議を唱え、市民社会の変遷と社会福祉改革の関わりについて再考を促すものである。2022年12月の第47回歴史学会大会での自由論題報告、及び2023年2月の西洋近現代史研究会例会では、これらの研究成果を報告し、高い評価を得た。さらに、当該年度は歴史学研究会『歴史学研究』に投稿した論文について掲載が決定した。年度末においてはロンドンの議会文書館(Parliamentary Archives)において史料調査を行い、Lloyd George Papers及びBonar Law Papersの該当する史料を画像の形で収集するとともに（同文書館により許可済み）、その一部について分析を行った。
