项目摘要

本研究の目的は、東京2020オリンピック・パラリンピック競技大会（以後、東京2020大会）について、国／スポーツ団体統括機関／スポーツ団体／エリートアスリート／開催会場周辺の地域住民等、各ステークホルダーがその開催意義をどのように捉えているのかを政策文書、メディアによって発信される記事内容、そして当事者へのインタビューをもとに明らかにし、大会開催の意義を分析・考察することである。4年間の期間の初年度である2022年度については、スポーツ立国戦略構想に関する議論から、『スポーツ基本法』、『第1期スポーツ基本計画』、スポーツ・インテグリティ政策、東京2020大会開催決定、スポーツ庁設置、『第2期スポーツ基本計画』、スポーツ団体のガバナンス強化に向けた政策等について、各ステークホルダーやメディア等から発出された資料の収集と精査を行った。それらを踏まえて、清水諭, ダニエル・ゲリヒハウゼン（訳）「東京2020オリンピック・パラリンピック競技大会に向けた政策展開とアスリート」をドイツ語にて出版した。そこでは、2000年代以降、国のトップダウンによる政策遂行がなされ、スポーツ・インテグリティの強化と普及を目的としつつ、スポーツ団体の管理を強化してきた一方、エリートアスリートは開催か／延期か／中止かの議論に発言することもできず、孤立し、精神的なつらさも個々別々に乗り越えねばならなかった現実を明らかにした。そして、『TOKYO 2020 アクション＆レガシーレポート』（東京大会組織委員会, 2021年12月）を精査し、コロナ禍で開催された大会の特殊性を考慮しつつも、地域住民等が大会レガシーを十分認識するには至っていない状況が示唆された。一方、東京2020大会終了後の広告代理店と企業による贈収賄をめぐる公判を新聞等で追い、オリンピックを成立させる構造に関する問題を追求した。
