本研究は、介護保険制度のもとで、提供されている介護サービスの質のばらつきを是正し、良質なケア提供と高齢者への虐待防止に寄与することを目的としている。介護保険が制度化されて以降、介護サービスは利用者のニーズに合わせて、多様なサービスが創設され、介護を必要とする高齢者本人・家族の生活を支えている。それにより、介護保険は、日本の社会保険として位置付き、医療サービスと同様に国民を支える仕組みとなっている。一方、提供されるサービスの質には、現在でもばらつきがあることが指摘されている。介護サービスにおける高齢者への虐待や不適切な介護・環境が問題になることもある。介護保険の保険者である市町村は、介護サービスの提供に責任をもち、質向上に努める必要がある。本研究では、市町村における介護サービスの質を向上させるための方策を明らかにし、市町村が具体的に取り組むことを可能にする。今年度は、サービス事業者が市町村に求めるニーズ把握と、サービス向上に向けた具体的取り組みについて、先行研究から整理することであった。サービス事業者が市町村に求めるニーズ把握については、厚生労働研究等の先行研究があった。介護サービスが多様なため、サービス事業者のニーズについても、類型化していく必要がある。次年度は、サービス事業者を類型化し、それに基づいてニーズを整理していく。加えて、事業者調査を進めていく。また、市町村の取り組み事例の収集を継続していく。
